The washers are notorious for leaking mate. Inline non return valve off ebay for a couple of quid cures it. If I were you I'd buy a ballast anyway, because if it's gone you'll want to replace it there and then while the bumpers off. They're screwed onto the bottom of the headlight. Otherwise...

Swap the parts over from the good side to see what the problem is. Ignitor, bulb & lastly the ballast as it's a bumper off job for that.
