What's your budget? There's a lot of options out there and you'd be surprised how basic a PC you'd need for basic server duties such as file services and active directory.
Even NAS(es?) these days can run a DC.
If you wanted to avoid the licensing, one option is a Synology NAS. I know they can...

I definitely agree with your opinion on Cisco's documentation. I've got a couple of the Cisco press books, don't get me wrong the knowledge is there but they are dry and such hard work.

In general and covers a lot of best practise stuff. If you can drive Cisco gear you can use HP/Aruba, Brocade fabric switches as the CLI is basically the same and wing everything else.

I've done this when I was rushing to install a headunit and didn't tidy the cables behind the unit up properly.
Almost certainly a fuse, check everything in the passenger door fuse panel if you're not sure and check the connectors to the HU.

I agree with Paprika123, it sounds more like something is at fault as opposed to turned off.
A proper scan with VCDS will alert you to any faults that a controller may have logged that your bog standard reader will not.
