de-cat pipe

i am a major car rookie and have just started modifying my clio. i want it to sound nice without fitting a back box, and i cannot fit an induction kit.

will a performance air filter make it sound good?

also, a de-cat pipe has been suggested. are these street legal? i know it will fail my m.o.t so are they easy to swap back and forth?

i think it is only street legal on cars k reg or older, air filter will sound good especially combined with a bigger exhaust.
