Paintwork issues (swirls)

For some reason a patch on my rear bumper has started to look a bit dodgy with an area of swirls/fine scrathes. From what I have read in the search and in the great pinned post about paint care, these can be taken out??

Is the Megs Scratch X the product to go for? Wheres a good place top buy it from? Any tips would be great.

Halfords should have Scratch X its hard work but should produce OK results by hand if they are not to bad.
