Got the same coming up for Xmas.
Built the Niece and Nephew one for each of them using Dell Office desktops, a server CPU and a 1GB GPU. Plays loads just from that!
But we're ramping it up for next Xmas - will be a £500 each unit.
The GPU will be 2nd hand, the rest will be new.

Get WireShark on it and see if something on the network is pinging it and causing it (Unlikely, but possible).
Download the DDU program to clear ALL Graphics Card drivers and re-install a fresh, single one.
Windows10debloater needs running to clear out crap it won't need.

I use Hik-Vision / Hi-Look (Same company) and highly recommend them.
4MP Camera's or higher for quality.

They are very much is...

White Clio 200FF with a cup spoiler :)
Almost. You need the log in details for your interwebs ISP.
I use the 8800AXL as a modem, then an ASUS RT-AX88U as a router. I have 17+ devices talking to the network though lol
Mass produced routers for these ISP's are generally "so so" to downright shite. For not a lot of buck, you can upgrade to something a shitload better.

This is what I use to connect to the interwebs - a billion...
Reading up - your Router is more than likely the issue, and Vodafone are a complete bunch of pellets that do what they can to stop you sorting it out.
I would seriously suggest a new router (a decent one!) that's designed for heavy traffic. £200-£300 will do the business.
But - in the mean...
