I've been running my Megane r26 @ 302hp /320ft.lb for almost 40K miles with ZERO issues, but remeber the rods are no stronger on the Megane engine compared to other F4R motors and the rod bolts don't make any difference.
A few of the Megane engine failures have been down to poor maintenance and...

You would be able to lower the spec to make the price cheaper (obviously!)
But they are very capable workstations and it's rare we...
A few of the higher powered / track day cars run 10w60 (I use it on my Megane).
You'll have to remember it takes longer to reach operating temps with the 60 weighting.
I would have the block re-honed, new piston rings, bottom end rotating assembly balanced (you might as well while it's in pieces).
Cylinder head and bottom end mating faces decked and skimmed and pressure tested.
Chemical cleaning, lick of paint etc.

I spent a bit of time on Saturday setting up the picture, set it to 'movie' mode, turned down the brightness a touch and changed the screen size to 'auto fit' as I noticed it was cutting the edges off XBO and when playing movies via USB.
I would be livid about that, who built the engine for you?!
It doesn't help now, but... You should have taken it to a reputable specialist in the first place, Engine Dynamics or @Michael Woodford MST are local to you
