You will never eliminate rust once it starts merely slow it down.
The rust on the bonnet edge comes from the inside out so only way to solve it would be to cut it out and weld in new metal but then you run the risk of warping the bonnet from heat.

That's what I'm on and the problem is they are on show so dont want loads sticking out like I have now. Bloke before me ran 16mm spacers 🙄
