yeah you can use too much and it not work as well as it can't get enough air into it and doesn't foam as much.
is always best just to fiddle about with it all and find what suits you!
How ratios work is that you add all the parts up i.e. 1+15=16, then divide the amount needed (1 litre/1000ml) by the number of parts i.e. 1000ml/16=62.5ml
Therefore every 1 part of you snow foam you are going to have 15 parts water
and 1:25 would be 1000/26=38.4ml
But they both seem weak to me...

That would be the sensible choice yes, but has you have said nothing will come from it. You will just be told 6 months down the line that they haven't been able to prosicute anyone from the evidence supplied and then the report will be closed.
