16" wheels? When I first got my car I had hideous 17" (look at me and my wheels from halfords) wheels and they were scrubbing and the car wasn't even lowered. I'd highly recommend going down an inch.
I've never heard of a garage say their camber gauge only works on standard ride height. Try a specialist or just get Lawrence to send you the standard hub bolts if he's still got them.

Take a translator with you though. £30 a wheel iirc (that's with them taking the tyre off and putting it back on) £20 a wheel without tyre
