As said, you can get pressed plates that have the reflective coating on them now so are legal. I quite like them as they're not obviously different from normal plates but catch your eye.

There was a signal dropping issue to begin with but it sounds like you have a different problem. I'd take it back for repair or (if it's still brand new) replacement.
I love my Galaxy Nexus in so many ways over my old iPhones, but I really do miss iOS.
