No. It’s not actual weight, it’s based on the MAXIMUM weight. The copper will check the gross (maximum) weight on the plate inside the driver’s door, and then the plated maximum weight on the trailer. Add those together, and if it’s more than 3500kg then it’s bad news.
I wouldn't be surprised. I think people expect to be able to drive with fingertips and not have any kickback from the wheel at all. I wonder how they'd cope with something like this;
