Not in my opinion. You could be comparing against someone who has for example had 2 recent fault claims Or someone with a DR conviction? Or someone with a 18 year old named driver on the policy. Far too many variables to compare.
There are a lot of details you have missed out, almost every question you get asked when going through a quotation can effect the price you pay. Comparing what you pay against someone else doesn't really work.
You may get an introductory discount based on claim free named driver experience but this is not NCB. NCB can only be accrued if you have a policy, in your own name, claim free for a full 12 month period.

The trouble is though, owners clubs generally over value their own vehicles so it can only be used as evidence which is taken into consideration.

Perhaps you could approach Clioport.net admin and if they agree with your valuation you could ask them to write a letter on headed paper to support this.. whether that will be acceptable proof with your insurer is a different matter though.
