It can work both ways, unfortunately in this case I can see the price going up, reason being that we will not entertain a policy held in the father's name unless the 21 year old insured his own car.

Its more a case of you proving you are not fronting the policy. Some people will get away with it, the people who don't however are the ones who will bitterly regret fraudulently insuring their car.
Someone else said it, if you cannot afford to be on the road legally, then dont bother.
There are many genuine cases out there.
If we get someone who wants to insure their car this way, generally we say no you need to out it in your own name. Luckily we can work with claim free named driver experience and offer intro discounts based on this.
If that named driver experience is claim free then you are welcome to give us a try but you need to pay attention to what Revels advises, if you have a claim in your car whilst driving under your mother's insurance policy, you could open yourself up to a world of pain...

You're age under 25, it's a high risk car, very high risk postcode, most classic policies prefer 5k or under, most prefer standard cars.

If the car has a VW gearbox, then it needs to be disclosed, it is as simple as that.
Whether it effects premium will depend on the insurer, I can only answer on behalf of Sky Insurance but if you were insured with any of our specialists, it it unlikely it would effect the premium you pay.

In answer to the original question, insurers will not reduce your premium for a brake upgrade, some may increase your premium, the sensible (modification friendly) insurers would not charge an additional premium...
Different underwriters for both vehicles? Are you sure that £30 wasn't just an admin fee for the change?
The guide you have used to look at the area ratings, I assume this is the antiquated guide which floats around on the net? If so, it is not to be relied on.
