align the small arrow with the small cut out behind the main adjuster, have you got the back of the tensioner aligned with the cut out on the head. By the way turn adjuster clockwise to adjust, all should align up ok.

well its unlikely to be the battery or alternator, you have changed the battery and I take it you have no starting problems linked to poor battery voltage, so cant suggest anything.
