I'm pretty sure that just means it needs a service or it hasn't been reset since it last had a service done.
I think you turn the ignition on while pressing and holding the mileage reset button but it's been a long time since I've been in a Clio.
First and foremost, before you do any modding, make sure the servicing is up to date. Get some new oil, filters, spark plugs etc in there and also check when the timing belt was last done.

It does sound like limp mode but it wouldn't be activated with low oil. Try testing the basics like spark plugs, leads, coil pack etc. 9 times out of 10 it is one of these !
Petrol cars don't have glow plugs so it won't be that.
If the engine management light is on, you need to get it plugged in to a code reader to see what fault codes it stores
Not quite as advanced as VCDS as that can adjust things like "guide me home lights" and the likes which I'm not sure is available on Renaults anyway.

Check the wiring to and from the first lambda sensor, pre-cat.
Circuit malfunction usually means that there's a break in the circuit and its getting little or no response from the sensor.
P0130 is 02 Sensor Circuit Malfunction (Bank I Sensor 1)
P0136 is O2 Sensor Circuit Low Voltage (Bank 1, Sensor 2)
So basically both your codes are pointing at different sensors so I'd clear them and run it for a while and see how it goes. If it comes back on, check the codes again and see if...
