if it dont need sanding dont sand it, just laquer it
if you have bits of crap, orange peel, roughness etc etc, just wetflat it lightly with fine paper, anything lower than P800 (p1000, p1200 etc) and apply the laquer to it. if you break through the paint, dust some more paint on, then laquer...

IMO you cant create "rat", it creates itself over many years. sure you can add some wide wheels n drop it on its arse, but rusty doors bonnets etc etc are something you simply dont create, it comes naturally.

you dont want to break through the laquer if possible, personally, if theres very few chips, i go over them all with a quick p320, and put a tight skim of filler in them.
sand that off with p320 or some p800 wetordry, then you can primer them with cellulose.

i havnt tried it before ive never ever seen a car that you can put your hand under the bumper and manage to pop the bonnet. its usually inside the front panel or along the rail inside.

yea work your way down the grades, never jump more than 2 grades, like you cant sand out P80 scratches with P400, needs to go P80/P180/P320.
so sand them with P180/P240 then give them a wetflat and theyll be good for primer
