not necessarily true, we start offering fully comp polocies at age 21 and over and insure many, many 19-22 years olds.
As above just phone up your insurer and let them know. Hopefully you have chosen your insurer wisely so you will not be hit with a huge increase in premium/cancellation

The thing is, most specialists would not increase your insurance premium for any cosmetic modification, my company certainly would not load the premium for a grill!

You only gain NCB if you run a policy for a full 12 months in your own name. Insuring the car for a month under your parent's policy is not going to help in this situation.
If you have not had an active policy in the last 2 years, you will lose any NCB you have built up.
The difference between insuring with 2 years NCB and 0 years NCB is going to be big unfortunately.

Insurance grouping is only there a a rough guide and differs from company to company. Each insurer will have their own claims statistics which they will work from. Do not read too much into any groupings you see... concern yourself more with claim free driving!

in answer to your question: YES. You do need to declare that these wheels have been fitted. They were not on the car when it left the factory therefore they are a modification, therefore they need to be declared.
