Handbrake on the near side not engaging, the pivot doesn't seem to have it's full range or motion. Was just wondering what the mechanism was inside to see what might be causing it.
i can't remember off the top of my head, but my friends old 172 used to throw its belt because the pulley on the tensioner had been damaged and it kept slipping off.
Have you looked at the renault technical manual for the F4R? it should show you in there how its fitted etc
EDIT: just seen...
For the prices i would guess claims history would play a part.
At the end of the day you're 19 - i very much doubt you'll get it much lower that 2.5k in this day and age.
