Well I know a few testers here and they say that yes, on the whole ours is stricter, but there are areas such as emissions where over your side of the Irish Channel it's stricter?

Here's a before and after shot of the headlights when using G3 after using the Meguiars kit. I simply used the same drill bit attachment from the Meg's kit.
I tried the Meguiars kit and it didn't make much of a difference, I then used some G3 which has made a good bit of difference but I got frightened lol! I'm scared of wrecking the headlights!

I actually loved the sneaking up bit! I had to play the game twice though in order to get all of the "suspects" and to get all of the evidence, as much for the trophy as for the enjoyment, but that's just me, I guess I can see where people would get bored of that

Yea I'd go with a dedicated earth point, daunting to take a drill to a car, I know, but...
Oh, also whilst it's convenient to "hi-jack" an existing earth point, it's possible that this could cause the problem. With ICE your better off creating a dedicated earth point.
I didn't read the bit about the battery being relocated. Check the battery connection to the chassis, it's possible corrosion has set in if the job wasn't done properly.
How long is the battery earth cable?
Also check the live cables, and where they run in the car.
Do your RCA cables run...
