Yes but when a car is new it wont have to have an mot till its 3rd year so it could do 60k in this time, so before its mot the clock can be put back to 5k or whatever you wanted then when motd it says the car has only done low miles.
if its got no service history then then dont accept that the mileage is genuine. im selling mine for that its done 156k but full history and all stamped and runs mint.
Im not sure ,possibly .but if the fog lights up on dash its defo an earth prob as i had this myself i just took the plug off rear cluster and pulled the pins apart and it cured it .Also clean the earth wires to body in boot .this may be the issue of not starting as a bad earth can cause lots of...

The pipe may have come off the washer or its perished at a guess you wont know until you have a look,oh and you wont have to take wheels off to remove bumper.
sounds like its a ballast problem.is it working when engine is started as im sure only the passenger side lights up when just ignition only is on.also i doubt if the washer jet will do any harm as the ballast has a rubber seal and is water tight.also check fuses as both lights run on separate fuses.
Use grease thats suitable for electrical contacts etc. when you put your new wheel on did you keep your wheels in a fixed straight line .Also make sure the clock spring is wound back.
Yeh as above you can get your money back thats your right if any hassle tell him you will go trading standards and sort out legally bet he gives you your money.the laws on your side .
