yes most common problem i find on mots when they fail on headlamp aim. if the are fitted wrong you normally dont have a pattern though. i would check the bulb if its fitted right also check the adjuster is still attached to the reflector/lends had a few that have popped out.
it is better to replace all 4 as over time they get dirty and flow rate will reduce and change the spray pattern meaning the injector has to work harder.
you could jack up the n/s as high as you can with the o/s still on the floor you will loose a little then and only need to top it up.
better to drain the old oil and replace with new.
would be easier and cheaper to sale ur 1.2 and by a 1.6 or 2.0l and would get all the ertras like bigger brakes better interior ect and no hassle of re registering the converted car and a genuine 2.0l would be cheaper on insurance than a 1.2 converted to a 2.0l.

on my original mount i just pushed an old exhaust rubber through the original mount lower gap worked great and caused no extra vibration.
if it was the centre hub that took the weight/force then it would need to be a interference fit and would need to stick out further so more of the wheel sat on it.
chip is correct its the clamping force between the wheel face and hub that holds the wheel on not the centre hub . if the wheels relied on the centre hub to take the weight they would have to be a very tight fit if not the wheel would move and loosen the bolts over time.
