Why wouldn't you do it while the engine is out is beyond me, it's not like they are expensive.
I did the cambelt on my old ph1, nothing was wrong with the dephaser at the time but after I'd removed it and drained the oil out, once I'd fitted it back it was starting to rattle.
I left it as was because I did the belt again once I fitted cams and had head work done.
I'd 100% get the dephaser done, if you don't and 100 miles later it starts to rattle then you have to do the cambelt job all over again.
Water pump is easy with the engine out and you can replace that yourself.

I don't understand who people can buy a special car and treat it in that way, you'd think anyone buying something so niche would want it because they love it and look after it accordingly.
It's the same scenario when @Ant1 bought he's R5 back, the last owner clearly didn't give a crap.
