Yes, it's quite common for the ballasts to go on the headlights. Renault Xenons are in 3 parts, the Ballast (an electrical box nearby), the Igniter (on the back of the bulb) and the bulb itself. All these components can be swapped from side to side so try both the ballast...

How long is 15ml of G1 likely to last? Is it like a sample bottle or enough to do a few coats and keep them going for a year?

Both the Sonys there are pretty bland. Both lacking RAM and Processor performance.
Also, saying that you can only have 4GB RAM is only true for 32 bit systems (XP, Vista 32 e.t.c.), Windows 7 and 8 should be 64 bit systems and so can theoretically handle up to 16.8 million terabytes of RAM.
The i3 isn't dated, it's the same age as i5 or i7. The iX code refers to the cores it has. i3's have 2, i5's have 4, and i7's have (theoretically) 8. Day to day, you'll be fine with an i3 or i5.
