Well, there's plenty of free speedo apps but I don't know of any that bleep when going over 30.

Sygic makes a noise when you exceed the speed limit by a given amount, and has a speedo. However it's £17 (albeit for the best satnav on iOS).

They probably are, it's not uncommon for fast cars to use the lights of more common cars, e.g. the Noble M400 has the tail lights from a Mondeo.
