common on Peugeots and Citroens, and as Danny said the mk1 clio had one too. Means there's shocks on the back but no springs, a torsion bar is a beam across the wdth of the car which is in torsion (twisted) acting as a spring.

on springs alone eibach are the way to go, prolines barely lower it but sportlines lower about 30-35mm

try the track rods themselves, racks aren't as dear as you might expect but try the track rods and an alignment,, allow £200 or so for that.
