These little puppies are built in Cologne and Valencia :) Not sure where the ST will be built yet ...
The Cologne Technical Centre has been there a while now .. Also Dunton Technical Centre (Basildon) designed the latest Fiesta. Dagenham only build engines now !
Aside from doing as Daniel suggested, (fire + lounge) you bought it sold as seen ... either get it fixed, or eBay it and hope someone equally stupid buys it without driving it, or break it and recoup your losses !

When I did it, it was a normal plate > personal .. the guy asked if I had plates made up already .. I said yes (they were coming from fancyplates) gave me tax disc and MOT and I drove home disguised as the old car with a new tax disc haha !
V5 took a fortnight to come from the DVLA.
Think you'll need to hand over another £80 to assign it to your new car...
Just cost me £105 to put mine on retention for a year, but will cost nothing more if/when I put it on the Scoob, or something else.

If you're cutting the bumper at motorway speeds, you should really wear a crash hat and a hi-vis jacket. Probably best to get someone else to cut it... or stop first.
Broken spring !? Something's broken if it's doing what you suggest...
Get it up on some ramps or take it to a decent MOT centre which has a 'shaker plate' which I would hope will show up your issue.
