I think that sticking to a 15 or 16 is the best option as most people will agree. Why not try a 15 or 16 ultraleggra, lots of people have gone down the turini route
Try to not use loads of product, its prone to chip if you use shite loads of paint. If you dont use plastic primer on bare plastic the whole lot will fall off.
If you dont put an adhesion promoter or plastic primer on before your high build it will all fall off, it wont crack if you do it this way. Plus dont fill big scratches with high build as it will only shrink back two weeks later and look gash.
That would have been just the rot replacement panel which as far as I know is not made for a valver,williams but can be made to fit. Mickey mouse is just the name used in the trade.
My five had a T25 and it would run as much as the actuator would handle which was 34 psi. Turbo dynamics said it would run 15psi minimum but it was more like 18-19. Like you say hardley any lag it would be making boost at 1600rpm and by 3600rpm it would hit 34psi and hold 31-32.

I have a williams with the same problem and have heard of prices ranging from £259-£700 for the rear quarter panel, I dont think I would ever use mickey mouse panels as the fit is sometimes not very good.

It could cost anywhere between £130-£190 to repair, colour match should not be a problem if painted by a competent painter because you would blend the colour across the bumper.
Some times its better to replace than repair, I got a brand new one from renault for my williams for £140, some companys supply them ready painted, it might be worth looking in to.
