You can get them out with the dash still on, but you won't be able to fit new tweeters under the original grilles without removing the dash.

I had this problem a while ago. To eventually get the clip undone I used a long flat-head screwdriver to pop it open. It's a bit of a fiddle to see the clip and lift the dash and not prod the passenger airbag all at the same time, but good luck!
