how to remove front seatbelts?

I need to clean the front ones and i need to remove the rail bar at the bottom. It looks like a large torx screw but i dont know what tool to use. I could also do with knowing the tool as my door check strap needs tightening..

Clios are pretty much held together with Torx screws so invest in some tools!
