Unless you are buying second hand and can find a cheap one you should get the Megs 220 machine, basically the same if not a little better, and no need for an expensive and cumbersome transformer.
Best places to get them from, if they have them in stock, is either i4detailing, Clean Your Car or I think Polished Bliss might do them now too.
They are random orbital type polishers as opposed to rotary - in other words less chance of burning paint!
In addition to the machine you will need a full set of 6" pads (cut, refine and finish) probably a full set of 4" pads too (same grades), polishes (I use Menzerna), finishing polish, then sealant and/or wax to protect the paint from the elements and improve the looks.
If done correctly you can remove most/ all swirls. They are actually gone but you will always induce more over time, washing the car and just driving the car but doing it the once will improve things a LOT.
You are looking at a fairly big outlay but if you get used to working with it definitely worth it in my eyes. If not, maybe better to pay someone to do it for you then just keep good care of it from thereon in.
