Victim of rear hub spacer missing. Like it from new ?

Changing rear discs today on my 2001 Sunflower. The nearside went as expected with no problems. The offside i remove and the wheel bearing falls out ! After checking and calling Dan at 519 ( always helpful ) i find the spacer between the hub and bearing inner face is missing !

I have owned he car for 4 years and no mention of the discs being off before. What is the chance that this was missing from new ?

HAve one on order now from Renault £7 + vat....
