Exhaust Emissions Warning Light

This light came up on my dash on the way to CSS, so i turned my car off and back on again and the light did not come back on, so i thought everything was fine. On my way back from work this evening the light came back on, but this time it was flashing and my car was sputtering in all gears and got even worse when i started to slow down.

Can anyone advise me what it could be?? :S
