Yeah any decent engineering place should do it.

Having a search and these wheels (mini one 16"... if think) seem to have an offset of 48 so would probably require spacers as well as re-boring...

Can you get custom spacers made to suit the clio centre bore to the inner side and the mini wheel centre bore on the outer side?
At ET48, should be able to get away with a 25mm spacer, so should be plenty of material there.
