Steering vague / loose - Steering rack Gator split- Is it a new rack?

As said the Gator has split and the steering is loose and vague for the first 1/4 of a turn (Barley moves...) and I want to know if I need a entire new rack or will a new gator and fluid replacement do the job?

is the gator just there to protect it?like a rubber sleeve?
I had new steering rack, mine used to make a clunking noise when u turned it.
if you get a Renault one you get free track rod ends with it,
its a big job to fit it,part (£316 with part ex)
add make sure you need a new one 1st,might not need replacing.
