I dunno, my 02 plate 172 was like that from inside, you need to take the skirts off ideally by drilling out the rivets, I bet they will be packed with mud and shite! Mine needed cutting and welding. Check around the filler cap as well, same deal there with crud getting stuck on the filler neck...

Also if theres rust on the arches then 99% of them will have rust on the sills behind the skirts, or around the filler cap area!

Nice. Has it got any rot setting in? Spots are around the filler cap, sills under the skirts (riveted on so hold muck and water), the box sections above the rear beam.
