Could be a device that is faulty\can't install. Got anything in usb or pcmcia slots ? I had a problem like that with an external HDD
Check in device manager, see if anything has a warning sign

Are you sure it's not just showing 23.3 mb for the early part of a download, where you get false readings ? I'd say there's no way he's getting above 20mb
