Hi car has sat with dealer vinyl sticker for a while, been removed, cleaned by me with ag glass cleaner all purpose cleaner etc but as it rains show up any ideas please

hi all, any fellow st owners can anyone please check the spray around there rear bumper reflector/lights, my near side rear bumper has very thinn paint around the light? is this normal?? off side ok thanks :(
