Brief update on this (and I'll make sure I post a solution if one is found in case it helps others). On the advice above I swapped the three brown relays including the starter motor relay with my brother's 182 which is conveniently parked right next to mine. Still no start and my relays work...

I'm expecting and planning for rust. There's a few small spots of surface rust on the wings, so far nothing that looks structural and there's no mention of rust on any of the MOT history. Either way I've budgeted for rust purely based on the age of the car so if we find it needs some welding it...
