Soft tyres last longer than hard tyres and the more economical the tire is, the softer it actually is and you can make a cheese sandwich with hard budget tyres.

Budgets will last for ever because they are made from granite and offer no grip.
If you're doing 100 miles a week .. any of the tyres will need replacing due to fatigue before they actually wear to the markers :S
Buy the best tyres you can afford. Budgets are a false economy IMO + IME !!

MPG won't be much better on a 1.4 .. get a dCi 80/100 and then get a 172 if she still wants one in a cpl years time !
Turning a 172 into a 1.4 is hilarious given the alternative of a few hundred pounds of bumpers and a grill...
