The rears are but the side one isn't. You'll need to drill a hole for the inside lower one anyway. But the outside lower one you just drill out and bolt it.

It's not actually the throttle cable, its the throttle getting slightly stuck. You need to clean it properly. I.e stripping back to all single components and cleaning and rebuilding!

Or your idle control valve, could be both causing issues
