fuse, bad earth connection, wires touching could be a number of things. call up the place u just had the work done

i would of thought its pretty obvious from the damage that he went into the back of you, unless you reversed into him (going round a roundabout - not a good idea to start reversing!), so id of thought it wld of been his fault. Did u tell any one you knew ur witness on a personal level??

or the bulb has been incorectly fitted resulting in the glass surrounding the filament to get too close to plastic thus melting it. as long as the bulbs still fit correctly i shouldnt worry.

Sounds like you've damaged the tyre wall and the steel re-inforcement. Get it replaced asap :) also look at the wheel too as it could of damaged it on the inside rim - that happened to my dad in ireland, looked fine from the kerb side but inside was a different story! Hope its all ok though!
