Got the same coming up for Xmas.
Built the Niece and Nephew one for each of them using Dell Office desktops, a server CPU and a 1GB GPU. Plays loads just from that!

Get WireShark on it and see if something on the network is pinging it and causing it (Unlikely, but possible).
Download the DDU program to clear ALL Graphics Card drivers and re-install a fresh, single one.
Windows10debloater needs running to clear out crap it won't need.
What Security is it...
I use Hik-Vision / Hi-Look (Same company) and highly recommend them.
4MP Camera's or higher for quality.
Also, consider POE (Power over Ethernet) too. Worth the extra outlay.
