No there are two pumps on the washer bottle. One does the windscreen, one does the headlights. Two pipes from each pump serving a single jet each.

The washers are notorious for leaking mate. Inline non return valve off ebay for a couple of quid cures it.
If I were you I'd buy a ballast anyway, because if it's gone you'll want to replace it there and then while the bumpers off. They're screwed onto the bottom of the headlight. Otherwise...
