Any idea what this is?

After driving through some flood water/puddles I noticed this hanging down from behind bumper.

No idea what is is and haven't been able to get under car to inspect yet.
Anyone know what it is? Doesn't look important really.

Drain for battery?

Yeah does look like the "overflow" hose that connects to the battery to vent gasses.
