how I can I block net access disceretly in the background (not visable in system tray etc) ?

Edit the hosts file. If the other user is not great with computers, then they will probably not get around it.

Check your router settings, mine has options to allow you to deny access to certain ips or even to ips containing certain key words.

I've used it when my flatmates been a c**k hogging all the bandwidth d/l torrents before now:approve:

Block ports on your router tbh. Inbound/outbound services in firewall settings. port 80/80 or port 80 iirc.

Use a proxy in IE and in firefox.
