Boot Button doesnt work!

Hi I am new to the forum, I have just boot a 2001 Ph2clio 172 and the boot button doesn't work is this common and if so whats the fix and how do I open it?

It's fairly common for the electrical solenoid to play up yes, I'm assuming that's the bit not working?
