CS4 or ELements?

For an Amatuer, what is best?
Digital Camera Mag always mention both.

If you're paying for it, obviously as you will be, then get Elements.

If Captain Hook is buying you a present, then cost doesn't matter, so you want CS4.

If the object isn't moving you can do it easily with a tripod and exposure compensation.
