Help with TV Licence

Basically we've just moved into a flat and need a TV licence. My flatmate set it up and we're being charged £30 a month till the end of the year then it goes to the normal £12 a month. When doing the maths it looks like we're paying for 12 months in the space of 5 months despite only living in the flat for 5months.

I'm just trying to find out information regarding why this is and is there anyway around it?

EDIT: It's fine, she forgot to mention a couple of things. All sorted.

It's purely down to the TV licensing people being utter c***s. I had this recently, you basically pay for 12 months in 6 months or something like that then goes to paying the £12 or whatever. I ended up doing it quarterly instead, I think it was an extra £5 but then its only £35 a quarter rather than £30 a month.
