high gear low rev hesitation

Guys is this normal. If i put my foot down in 4th at 30 or 5th at 40mph there is a hesitation and splutter as if its over fueling. I have learned to drive with it not anoying me but 3rd at 30 and 4th at 40 feels a bit daft sometimes
