how can i 'cut up' mp3s???

i have loads of songs on my pc that i would like to use as ringtones (ghey i know!! but the ones on my phone are turd!!)

how can i cut say a 10 second chorus out of the mp3 file?? do i need some software???

Find and download some freeware called Audacity. You can open up an mp3 in it and then highlight the bit you want and remove the rest. It then allows you to save it as an mp3 at the end as well.
